During an interview for a national media outlet, DP Chairman Prof.Dr. Sali Berisha outlined DP’s position on the recent political developments in the Balkans region, and particularly on the Kosovo-Serbia dialogue.

Interview, January 13th
• From 2013 until the present day, the process of implementing the agreements reached between Pristina and Belgrade, and their transformation into agreements to normalize relations and why not, peace as well, was interrupted.
• The Serbian ultranationalism has been dictating the process of negotiations between Pristina and Belgrade for about 8 or 9 years by now. In certain periods of time, Albanians also blindly joined Serbian nationalism and its theses of the Greater Serbia. Aleksander Vučić publicly and openly declared three years ago in the 3 municipalities of the north of Kosovo that Serbia will become greater, and that its expansion will take place in the territory of Kosovo.
• The driving force behind this process become Serbian ultranationalism and its project of exchanges of territories. And later on, the “Open Balkans” popped up after the attempt made to change the borders. Unfortunately, due to Belgrade’s collusion with the Albanian factor, and I emphasize: because of this, the international factor was also implicated as well.
• Media reports that Tony Blair suggested to John Bolton the division of the borders are not surprising at all, since Tony Blair, who is paid as Edi Rama’s advisor, has forwarded the latter’s requests. Unfortunately, the Serbian project was strongly supported by Edi Rama, who became its main promoter.
• I think that Albanians at this moment face two basic tasks in this process: They should stand for agreement and dialogue and also create and enable a large consensus about the terms of agreement between themselves.
• Albanians are in favor and should be interested in a good agreement. Throughout all the multitude of statements and negotiations taken place so far, I detect today three very essential elements: 1. The Franco-German plan is a realistic plan that leads to the normalization of relations. 2. I consider the request of the United States government to implement the signed agreements to be absolutely right. Pacta sun servanda (Agreements must be kept). 3. The founding of the Association in accordance with the decision of the Constitutional Court of Kosovo. There is no court, no government, no parliament and no free person who can deny anyone the right of association. But there is no court, parliament, and government that can accept an association that goes against and contradicts the Constitutional Court of the country, hence I also welcome and hail the statement of Mr. Chollet in this sense, when he requested association in accordance to the Constitution of Kosovo.
• I reiterate that agreement and dialogue serve the Albanians’ interest. Those who are not interested in the agreement and dialogue are the Serbian nationalists because of their claims against Kosovo.
• I always stay out of the internal problems of Kosovo, but the present times require more than ever a consensus over there. Kosovo’s political forces in the parliament are important factors because they have signed agreements when they were part of the government. They must unite and define now all the objectives, which the government of Kosovo must try to carry out through negotiations, in this almost final stage of an agreement with Serbia.
• The agreement with Serbia must have a guarantor. Without a strong guarantor, no agreement would be implemented by the Serbs.
• The manner Belgrade has been treated so far is absolutely wrong and the way they have been treated so far has provided them with the opportunity to lead a process that’s related to peace and conflict in the region and they should have never possessed this right.
• The Albanians should be led by principles and not by individuals. No less important was the influence of George Soros, who in a way succeeded to lay on the United States policy in the region. There was a borders’ change project prepared in a region experiencing great problems, which came out carrying the seal of the Belgrade’s Open Society Foundation. Afterwards, the Open Balkans was named to honor George Soros. The personalities who support the Open Balkans are Sergei Lavrov and Alex Soros. Lavrov issued a statement which made it clear to all Western analysts who is really behind the Open Balkans, but even more its true promoter is Alexis Soros. This means that in their stands towards the Open Balkans, the American diplomats allow themselves to suffer from confusion because Soros is an indisputable power in the United States administration today.
• I do not believe that the Open Balkans represents the official policy of President Biden, although Edi Rama has expressed this opinion during a meeting and in the presence of an honorable lady who came from the State Department. I fully believe that the United States support the Berlin Process, support the territorial integrity of Kosovo, and in this context it remains to be clarified what is the obscure role played by Alex Soros in this Russian-Serbian Open Balkans’ project.
