Electoral Irregularities in Elbasan County
Evidence of Systematic Violations
Elbasan County has emerged as one of the most problematic regions in the 2025 Albanian local elections. A growing body of video, photo, and testimonial evidence points to coordinated electoral misconduct across multiple voting centers and administrative units, particularly in Peqin Municipality. These serious incidents not only undermine the integrity of the vote but also suggest a broader pattern of systemic electoral fraud.
Key violations include:
Commissioners openly voting on behalf of citizens, sometimes multiple times;
Unauthorized individuals inside voting booths, pressuring or replacing voters;
“Bulgarian train” voting patterns, where ballots appear pre-folded and similarly marked;
Ballots found pre-filled or discarded, and cases where voters bring in or remove ballots;
Threats and gestures implying coercion by political figures, including former officials;
Obvious breaches of voter privacy, with ballots being checked before submission.
These incidents demand immediate investigation by the Central Election Commission, prosecution from the relevant institutions, and attention from international observers.
